Move to this folder

Applications/Adobe After Effects(your version)\Presets

After Effects
Right click Effects & Presets and click Refresh List.
Please Check Animation Presets.

How to use comic presets.
Please add Adjustment layer on your composition and select comic effect.
Drag and drop to Adjustment layer.

How to edit.
You can edit very easy at Effect Controls.
