First, download the MOGRT files and open your Premiere Pro project.

Menus bar > Window > Check “Essential Graphics” >“ Essential Graphics panel” will open.

Menus bar > Graphics > Choose "Install Motion Graphics Template".

Then opened, Choose the downloaded MOGRT file and  click "Open".

It will be installed as a template in the Essential Graphics panel.

Then drag and drop that template on timeline.

You can edit the color, position, scale,  rotation and opacity  in the edit panel of the Essential Graphics panel by clicking the animation track on the timeline.
